2nd one and 3rd one - practical outfits for hiding things because of pockets and places to conceal weaponry in outfit around breasts or in boots/shoes. She already cuts herself for having them nick her while being hidden, I don't see as an issue. Maybe she enjoys hurting herself like that?
Patrick has no idea who she is because his underlings did the job. For him, she is nothing, but for her he is everything. She's convinced that he should know who she is and what he did. This is her motivation. She uses slight of hand to keep people busy while she does her job.
Villain:

occupation - governor (but runs a crime syndicate underground that sells people)
wardrobe - business suit
He will always run the show but he will never get his hands dirty, also entrusting his own safety and protection to his guards. Unless someone gets directly in his face and his personal space, he will never do anything physical for himself to handle the situation.
Location - New York City
Plot:
Intro - Introduce character by seeing her cutting herself in her bathroom with various razor blades. Narration involved and brief flashback to introduce motivation - his men kidnap her and try to sell her through slave trade but she escapes. This process is run by the governor's assistant who also does not get his hands dirty but oversees directly the work. She's messed up in the head and becomes suicidal and a prostitute after incident, hence the cutting. Narration will let us know she's been spying on the people around the governor.
Rising Action - Hits the streets to do her job as a prostitute. Specifically preys on certain individuals close to the main villain. Takes them out with razors. Meets them in various situations like hotel rooms, hanging out of cars, etc. Makes this into a kind of twisted game (because she's so messed up in the head), leaving clues as to the final kill will be Patrick. It may be a game, but it's a game she intends on winning, not casually playing. She gets to the guy who is supposed to call (according to the governor's assistant's orders) a favorite brothel and she forces him to make her the only girl that he will see tonight. Then she cuts out his tongue to make sure he won't tell anybody.
Midpoint - She goes to meet the governor at his vacation estate. The only people there are guards and the governor. The assistant is out on other business. Guards are aware of her arrival and let her in. They tell her where to go. There are enough guards to watch her every step of the way.
Climax - She arrives at his study, walking past the billiard room. She convinces him to relocate to the billiard room during her foreplay. He agrees. They go to the billiard room and she suggests they play a game. So, she starts seducing him while inserting razors into one the pool pockets and on some of pool balls. She pushes him up against a wall and kisses him and inserts razors into the plush wall. Once he is completely smitten she takes him back to the pool table. Acting like she's about to play, he comes up next to her, acting like he's going to help her make her shot. She acts coy and suddenly grabs his arm and thrusts it into the pool pocket, cutting up his hand. While his hand is stuck, she takes the billiard stick and shoots one of the razor balls straight at his stomach and it lodges in. Just as his hand is freed from the pocket, she acts like she puts chalk on the end of a billiard stick butshe actually inserts a razor and repeatedly stabs and slashes. She finally thrusts him against the wall head first, stabbing the razors straight into his head. While he's still conscious against the wall and unable to get loose, she takes razors from her sleeve and begins to cut his Achilles tendon and major arteries so he bleeds to death and can't walk if he tried to get away. AND/OR takes the the razor-edged billiard stick and shoves it up his ass all the way through his throat.
Denouement - She leaves him to die and escapes out the billiard room window into the unlit portions of the estate.
